United Nations Law:

In the response to the Ignoring of the mass Genocide in Rwanda, the cutting and murdering of Tutsi people all over Rwanda, this law is being made so that there is no possible way that any of the members of the Untied Nations can not stay out of the involvement of in Genocide. Such as if 50 or more targeted people that are alike in some way are being killed then the United Nations are to take action early on to stop further mass Genocide from happening.

Review Questions:
1.) In what ways did genocide impact the development if this developing country?
It impacted it by having no government to run hospitals, schools, shelters, food, or factories. Public utilities such as phones, electricity, and water not functioning. Most people that were in charge were either killed or they fled to nearby countries. Many list family members and villages were destroyed and children were either killed or left alone.

2.) Where does the rebuilding of a country shattered by genocide begin? What can people do? What can the government do? What can the international community do?
Rebuilding your country would have to begin with helping the many people who had been injured in this genocide that way you will have some population to this new place. People can start by clearing the place of all the burnt homes, and some people are going to have to move the dead bodies and burry them. The government can start over and try to establish something good that will not be so easily broken down if someone tries something again. International communities can help by sending over support, food, aid, and maybe hold up shelters for the refugee children.


3.) How can justice be found in post-genocide Rwanda?
They can try to establish trials for the people who were involved in these killings. Having witnesses from the attacks, this will however be very hard since they have yet to realize who are the victims and who are the killers.

4.) Which can bring justice to the people of Rwanda more effectively - international courts or community courts? explain.
I think that International courts would be better because there is more structure to this rather than having the community do this because there are many scared people who will not go up against the people who did this to them. Also there is not much of a community left in Rwanda after many people have died.

Discussion Questions:
1.) When did the UN first receive warnings about the genocide?
First they got them from international human rights groups. Then they ignored a warning from one of the planners three months prior to this genocide. They were also training the Rwanda militia, they were sending hate propaganda through the radio with the "death lists".

2.) Besides the warning given by one of the planners, what were other warning signs of the genocide?
There were people being put in jail fore their political views, also they killed members of opposition political parties.

3.) How did state-sponsored propaganda present the Tutsi group?
It presented them as evil people who were cockroaches and snakes and who's ultimate goal was to regain power and mistreat the Hutu. They also said you had to shorten people, which in other words is to kill them.

4.) What prevented the international community from calling the violence in Rwanda "genocide"? What would have happened if they had?
After the Nazi's had killed a lot of the Jews they made an agreement called the prevention and punishment of the crime against genocide. They thought that by doing this it would ensure that there would be no more genocides.

5.) Once the international community withdrew its troops, what did the militia decide to do?
The militia intensified the genocide, targeting resisters and officials who opposed to the genocide.

6.) Who does President Clinton say must share  responsibility for the genocide?
The international community as well as nations in Africa have to share the responsibility.
